Insurance companies in Cambodia

Cambodia’s insurance market is regulated by the Insurance Regulator of Cambodia (IRC), which currently lists roughly 21 licensed insurance brokerage firms. In March 2022, the industry formed the Cambodian Insurance Brokers Association (CIBA), under founding chairman Meas Sophat, and it held its first AGM in 2023. The brokers below, selected on the basis of market presence, longevity, international affiliations, scale of operations, and visibility in Cambodian media and business directories, represent the most prominent insurance brokerages currently operating in the Kingdom. They serve a mix of corporate clients, SMEs, expatriates, and individual Cambodians, and several maintain international network affiliations that distinguish them from the country’s many smaller, locally focused agencies.

1. Lockton IBS Insurance Brokers (Cambodia) Co., Ltd.

Lockton IBS is Cambodia’s most prominent internationally affiliated broker. It is a full-service commercial and personal-lines brokerage offering motor insurance (compulsory “Por Ror Bor” and voluntary), group/fleet motor, marine hull and cargo insurance, property and liability, employee benefits, health insurance, and risk management consulting. The Cambodian entity was originally incorporated as Insurance Broker Solutions (Cambodia) Ltd. (company number 00001354) and rebranded to Lockton IBS Insurance Brokers (Cambodia) Co., Ltd. when it became affiliated with Lockton, the world’s largest privately owned, independent insurance brokerage (around 8,500+ Associates across 125+ countries). TheCambodia office, headquartered in the Diamond Twin Tower on Diamond Island in Phnom Penh, has marked its eighth consecutive year of growth (per its own Facebook communications). Its broking teams in Cambodia work closely with Lockton’s Thailand-based specialty managers(e.g., for marine and SME motor lines).

2. AG Insurance Broker (Cambodia) Co., Ltd.

AG Cambodia is one of the longest-established expat-focused brokerages in the country. Its product range spans local and international health insurance, motor and motorbike, travel, home, property, cargo, life, and corporate/SME insurance. The firm acts as an independent intermediary, comparing offers from domestic Cambodian insurers as well as international carriers, and emphasises 24/7 local claims support, a key value proposition for expatriates and businesses unfamiliar with Cambodia’s claims processes.

Founded in March 2006, the firm operated initially as an agent of Asia Insurance before being awarded a full broker licence by the Ministry of Economy and Finance,  making it one of the earliest brokerages in Cambodia. It is a member of EuroCham Cambodia and has been engaged by international development organisations (it appears as a contracted supplier in Devex’s database). The company markets itself with a 20-year track record (since 2006) and consistently positive online reviews from long-tenured expat clients

3. Elite Insurance Brokers (Cambodia) PLC

Services & specialties:

Elite focuses primarily on general (non-life) insurance broking for both corporate and retail clients. Its service philosophy emphasises professional advice, ethical conduct, and tailored risk solutions. Lines covered include property, motor, marine, liability, contractors’ and engineering risks, group health and personal accident, and similar commercial covers. The firm positions itself as a “truly great Cambodian Insurance Broker company” with all-local senior leadership.

Elite was founded by four Cambodian insurance professionals (the “2018” in itsFacebook handle indicates that year as its establishment). The founding team holds significant pedigree: co-founder Sopharith began his insurance career in 2004 with a leading general insurance carrier and holds an MBA from the National University of Management, while co-founder Kong (Bachelor of Business Administration, NUM) is among only a handful of Cambodians to have earned the Chartered Insurer designation from the Chartered InsuranceInstitute (CII) in the United Kingdom. The firm is fully licensed by the IRC.

4. Alpha Insurance Brokers Co., Ltd.

Services & specialties:

Alpha is a boutique broker specialising in specialty commercial lines, property, casualty/liability, and financial insurances (including D&O, professional indemnity, and cyber),  as well as group medical and individual health plans. The firm also operates as aThird Party Administrator (TPA) for claims management, which is relatively unusual in theCambodian market.

Established in 2018 by French entrepreneur Christophe Martin, Alpha is the Cambodian member of Brokers link, a global broker network of independent brokerages across more than 130 countries, a significant differentiator giving it cross-border capability for multinational clients. Recent communications from Martin on LinkedIn refer to Alpha’s selection as an “exclusive worldwide” partner in a multi-country programme, reflecting its specialty/international orientation. The company is a member of AmCham Cambodia.

5. WorldBridge Insurance Brokers PLC

Services & specialties:

WorldBridge Insurance Brokers offers a broad commercial and retail product suite, leveraging its parent group’s extensive corporate client base in Cambodia. It places general insurance (property, motor fleet, marine/logistics), construction and engineering, liability, employee benefits and life insurance through partnerships with major Cambodian and regional insurers.

WorldBridge Insurance Brokers PLC is a licensed brokerage listed on the IRC’s official register of insurance institutions. Its parent, WorldBridge Group, chaired by Neak Oknha Rithy Sear, is one of Cambodia’s largest local conglomerates with interests in logistics, real estate, food & beverage, media, healthcare, and financial services. The group has a track record of forging international partnerships (for example, a 2022 MoU with Thailand-listed Jaymart Group to explore new financial services and products for the Cambodian market), which gives the brokerage a strong corporate-account pipeline. The group is also known for hosting Cambodia-promotion events at the World Economic Forum in Davos.
